Payroll deduction clearing account transfers, 1981-[ongoing].

"The Division of Control and Accounts is responsible for maintaining all books, records and accounts of the State Treasury which relate to the finances of the State government" (AAC, 355-1-1). All individual employee payroll deductions (FICA, Retirement Fund, etc.) are deposited into the clearing account and then the money is withdrawn from the account and sent to the various payees or vendors. A clearing account is a method to capture data. The printouts give the fund numbers from which the money has been withdrawn, the department name, the amount withdrawn, and the total amount of the voucher used to send the funds to the payee. The end of each printout has a copy of the appropriate disbursement voucher.
